緬甸國防軍（Tatmadaw）總司令敏昂萊11日晚在臉書網頁發文，向翁山蘇姬伸出橄欖枝，恭賀翁山領導的最大在野黨「全國民主聯盟」（NLD）在國會改選中勝出，並承諾軍方將盡力與新政府合作。

敏昂萊說，「我們（軍方）祝賀NLD贏得多數席次」，而他將在選舉結果正式公告後與翁山蘇姬會面。這是緬甸國會與省、邦議會8日改選後，武裝部隊頭號人物首次針對軍方未來動向發言，顯示左右緬甸政局的國防軍將接受選舉最終結果。

翁山蘇姬11日稍早要求與敏昂萊、總統登盛、國會眾議院議長瑞曼舉行全國和解會談，確保政權和平轉移。登盛12日則邀請各政黨15日在仰光會商穩定選後的政治情勢。

敏昂萊11日下午主持國防軍「中央指導暨組織委員會」會議，與會者包括國防軍副總司令兼陸軍司令梭溫。他致詞時說：「在選後期間，國防軍將以最好的方式與新政府合作。」

承諾與新政府合作

國防軍總司令除掌控國會參眾兩院各25％的軍方保障名額共166席外，政府的國防、內政與邊境事務部長係由其提名，經總統形式上任命。敏昂萊釋出善意後，也開啟翁山蘇姬和他協商新政府運作的大門。

翁山蘇姬12日向「自由亞洲電台」表示，國防軍「是人民的部隊，應該與人民攜手合作」。她並稱，國會軍方代表「不只一次告訴我，他們想跟人民站在一起」。

敏昂萊於2011年3月底上台，他今年7月接受英國廣播公司（BBC）專訪時曾稱，國防軍將繼續介入緬甸政治，直到與緬境所有少數民主武裝勢力達成和平協議為止，而這「或許需時5至10年」。

軍方會續介入政治

翁山蘇姬與敏昂萊的關係向來緊張，主要係因軍方主導的2008年新憲法禁止她參選總統，而敏昂萊計畫在明年以60歲之齡退休，原有意參選正副總統。

據選委會發布的近5成選舉結果，NLD拿下國會兩院逾85％的競爭議席，軍方蛻變的執政黨「聯合團結發展黨」(USDP)只獲近5％。登盛總統11日祝賀NLD「贏得人民的認可」，但仍未正式承認USDP敗選。

另一方面，美國總統歐巴馬已先後致電翁山蘇姬與登盛，恭賀NLD勝選，緬甸「成功舉行具歷史意義的自由公正大選」。
